so im modding my friends box and he got the xecuter 2.2 pro. however the little data strip that plugs into the serial port programmer is missing. I dont think that he will ever need to use it, so is it essential to have for operating purposes or will it function alright without it?

You don't need that as long as you can flash different bios via Evox or from disc.
