I was wondering if Xbox live people can play Xbconnect?
All I need to do is download and install Xboxconnect to play?

Are you asking if someone in xbconnect can play someone on xbox live? NO.
No. XBConnect uses the system link feature in the games.
Live doesn't use system link.. it uses Live
