Do you mean for a new HD install?
Then yes. If there is an unformated HD and the Disc is not being read then you will get an error 13.

Ya its to format the hd. But its not reading im like on 20 times on and off with the xbox. I have a tdk cd-rw. Is there a better cd that I should be working with?

Some DVD drives read different media better than others. I personally use Memorex CD-RW 4x 700MB. They work fine on my Thompson. You should try a different brand of media.
Did you get Slayers in iso form?

Ya the slayer is all set its just aint reading the damb cd-rw
