well if you can't forward some ports, try using ports 80 or 21.
IRC and Newsgroups is using other communications ports than 21 and 80.
use xbins
No results on "www.xbins.com" 
He said he couldnt use IRC so XBins is out.

Since when has slayers been on xbins ?
Download DC++. Enter a hub and do a search for Slayer's. 
Just go into the evox section here and look at the first post in the slayers thread carefully for download details.

That still doesnt help the help that he cant use newsgroups and IRC....if im reading correctly.
