Do I have to flash a bios in each bank or is one enough, Also what is the point of having two banks in the chip?

You can flash to one or the other if you're using FlashX or another per bank flasher. EvoX flashes the entire mod.

It's useful to have 2 (or more) banks so you can use multiple BIOSes or flash one at a time so you'll be able to recover if (when) you destroy your entire Xbox because you don't know what the hell you're doing.

flash bank 1 so that you have cromwell on the other bank. this way, if you get a bad flash on bank 1, you can switch to bank 2 and reflash your chip.

ure meant to fill up the banks to watever size ure modchip can hold. eg for a mod that can hold 1mb fill up with 4 256k files
