Ok since the XY and Z drive have 750 MB a piece I was wondering if I could use XBMC to access those drives/partictions. Since I dont see them how can I make it so I can

You don't. They are reserved as temporary space for xbox titles (including xbmc), not for you to store data on.
Access to Z: is not allowed as xbmc stores temporary files there and having the user messing about with them could cause serious stability issues.
X: and Y: are not enabled because data can be lost from them any time a new xbe starts. The support implications of people putting data on them then losing it are too much of a pita to bother with them.

Maybe he using XBMC as his default dash and wants to do a Halo Cache hack. Take a look at the Filezilla.xml file in the XBMC dir. I looked at it last night and could not figure it out. There must a way to enable them.

But take Butcher's advice. If you do find a way to see them don't store anything in them.

You cannot access X Y or Z from the ftp server - it is disabled in code.

Well just use Avalauch or Evox.
