You'll need to ftp it into your emulators folder.

Are there any programs I am going to need on my pc, and can I just connect my ethernet link into my uplink on my hub then connect to both pc and xbox, or should I just skipmy modem all together? (i read the links stuff but it didnt really answer that)

Just plug your xbox and PC into the hub just like you were networking any PCs.
Ensure each have an IP address in the same subnet (setup the networking for xbox in your dashboard) and you can FTP from your PC. You will see all your xbox drives (C,E,D,F etc) - just copy the programs over to wherever you want to run them from (if using EvoX, you will need to make sure that the evox.ini has menu items setup to display them).
You will need an FTP client on your PC like FlashFXP or CuteFTP. The default pass/user for the EvoX dash FTP server is xbox/xbox.

That's up to you - you can save them wherever you want - you just have to make sure that your dashboard is configured to display the programs in the menu.
Here is an example:
Put your emulators in
F:\Emulators
in their own subfolder like
F:\Emulators\fceultra
F:\Emulators\winuaex
F:\Emulators\vicex
etc
Then in evox.ini, make sure there is a section like
| CODE |
Section "Emulators" { AutoAddItem "f:\emulators\" SortAll }

if your having trouble with FTP then why not burn it to a cd/dvd
heres an example
on your pc
make a folder called nintendo
make a subfolder also called nintendo
make two more subfolders one called emulator and the other called roms
put your roms in one and your emulator in the other
get simplexiso and make an xiso out of the main nintendo folder
get nero and burn the image to the disc
in nero, go to burn image to disc
go to open, change file type to image file, find you iso file and then burn to a disc
then just pop your disc into your xbox copy your files over using boxplorer or avalanch or whatever you have
note: you can only use cd-r if you have a samsung drive
