I have searched these forums as well as google, but cannot find a definite answer. Is "lockability" a harddrive feature? What is actually different between a lockable and a non-lockable harddrive?

Yes.
Sometimes the retail version of a HD is lockable and the OEM is not. It is a security feature, but is not always indicated in the HD specs. Manufacturers like MS can use the feature to limit drives to specific platforms or devices. It is not really important for home users (except xbox modders of course).
That is why we have the 'HD lockability' lists - the only real way to know is to test them.
