Ok, how is your box connected? Direct with a crossover cable, thru a router of switch, etc.
Also is the ip of your pc definatly in the same range as the xbox?

i am using a router/switch system. modem into router; port one to computer, port two into xbox. my computer's IP is 220.127.116.11 and will change slightly everytime i switch my modem on/off (i havent/wont do that for a while now). do i have to change my evoX IP into 18.104.22.168 ?

The ip's need to be within the same range, otherwise it wont work cause it try's to look for a different network with othing on the end of it.
You can find a tutorial to networking the xbox HERE

i set my console to that, but it still gets the connection timeout error. can someone please reccommend an address because the 10-minute process of creating new startup disks is getting tiring

Try using dhcp instead of guessing.
