Am I alone when I say those images everyone twelve year old and his mother seems to have in his sig these days, you know, the ones with someone holding up a little sign "omg i know ur IP/ISP im a haxer." It just gets so annoying, you'd think a technical based forum would discourage that sort of thing. Who's with me?

I agree that it's kinda annoying... however it may be a little difficult to ban them. I haven't really seen many of them lately. Also, I think the effect of the image is lost on most people who don't even realize what the information is that is being displayed.

I'm not saying they pose any sort of threat to users...they're just unusually annoying (even for sig images, which are, by definition: annoying).
Anyway...how long has there been a suggestions forum?

Erm... more than a year and a half, I wasn't here before that.
As far as those sigs, if you find them that annoying, I believe they're basically hosted from one site, you could always just block the site in your hosts file. They have died down in number though, luckilly.

You can turn off sigs if you want..
My Controls > Options > Board Settings > Do you wish to view members signatures when reading topics? > No

or just right click on the image in mozilla firefox and say block images from "blah blah blah.com" and then you will no longer see any of the signs. you only need to block that one website because it blocks the whole domain and all the signs are hosted off that one site.
