how do they work to make .xbe files
also does Xbox2 dev kits came out yet , and any work done to them?

From what I've gathered the Xbox dev kit (XDK) is simply a compiler that will run on any PC (might require intel inside, don't know)
The Xbox2 Dev Kits are modified G5 Power Mac's
