Is there a good site for the ACL files for DVD2Xbox. The one that I have seen here is over 9 months without a new ACL, which I find hard to believe.

That is the site I used to use. It hasn't had any updates since March 04

Well, the rar with all acls hasnt been updated since march 04, but there are some games that are updated later.
