I was thinking... where does the downloadable content from xbox live get stored? Would it be possible for someone to download content over live, such as the Ninja Gaiden Hurricaine Pack, then upload the file(s) involved over the internet?

no, it all gets locked to the eeprom/HD, besides, it would be piracy to downlaod the content anywhere but form Live
