I have a friend who would like a Xenium chip put in his X-Box and I was wondering if these chips basically bypass the BIOS when installed.

Say I install the chip, will I then be able to put a larger hard drive in the box and use the Slayer's tools disc to set the system up?

I usually do TSOP flashes so I don't know a whole lot about the chip scene.

Yes, but they also have a mode where they can use the BIOS, ie "Booting TSOP"

They also have their own OS which includes many utilities and tools which make it trivial to mod an xbox. (for example, region changing, disk unlocking, direct from the mod chip OS)

Xenium loads the OS
OS loads the BIOS
BIOS loads the dash, just like in a TSOP flash.
