How about doing sets of characters that are unlocked as you progress.

For instance you could have the videogame set, the movie set, the real life set, the TV set and the fiction set. Have say five in each set and thats a respectable 20 fighters already, of course if you want to do more...

My requests for fighters would be:

and DEFINATELY Mr T

By the by, are you going to include weapons or blood. Because I think the inclusion of both would be great.
