iv been looking online and couldnt find anything as to what exactly it is used for like is it for importing files from your comp or from xbox to xbox over the net or just from room to room??

All of the above. The XBOX/PC transfer is probably the most common use though since it is 100% necessary to make backups of XBOX original discs.
