When I start up the xbox the hard drive makes a clicking sound and the light turns red. After that, it'll turn to the problem screen(there's a 07 in the corner).

I don't know what kind of modchip is installed in the machine but when I get to the dashboard is said xecuter at the bottom of the screen.

Is there anyway I can fix this?

Replace the HDD, it has died.

07 is a Hard Drive timeout, and that along with the clicking, makes me thing the HDD has died. Open it up and find out what chip you have, from there you can start thinking about what HDD to get.

This is a hard drive error. Your hard drive has died probably. Buy a unlocked HDD or upgrade to a bigger hdd.

how do i put a new HD in? Do I have to format the drive to FATX or something? and what's this about unlocking it? If I replace the HD, does it matter what kind of chip I have? Will any HD fit in the xbox?

You can buy any retail HDD virtually (There is a list in the Hardware pinned topics). As you have a chip you can use an Autoinstaller like AID 2.11 or Slayers to format and build the HDD.
