alrighty, so ive looked into the camera_settings.ini file.

i know if ya edit the
inCar_y0 = 0.250
inCar_z0 = 1.500
inCar_fov0 = 0.975
inCar_ShakeRatio0 = 1.0
inCar_AccelPitchSpringRatio0 = 0.6

type numbers, i dont know which goes which way,
try to get the in car view camera where about the drivers head is? anyone know which numbers to edit.

Y and Z i dont know whats up down left right lol.

From my 3D modeling experience, Z should be up and down. XY are forward/backward, and left/right. Not sure what order
