When I use the In game Reset, the UX Splash Screen works fine, but when I first turn on or reset my xbox the Splash screen doesn't show anymore and instead there is a black screen for about 5 seconds and then UX comes up, is it supposed to be like this?

That might have more to do with the particular skin you're using rather than a prob with UX itself. Check inside the skin you're currently running and put a splash screen .png/.jpeg image in there. Or, try a different skin that already has one to see what I mean.
