Full Version: Cheat At Title Screen?

What exactly is the title screen? When am I exactly supposed to enter the cheats. I am trying todo get free upgrades, ie up, up, down, down, left, right, up, down, do this with the d pad right, not analog stick
It's the screen before you get 'Career, My Cars, etc'. Should just have a picture of the M3 and say "Press Start". Do it there, dooooooooooooooooooo it.
