the xbox is, as far as i know, just a regular pc running a modified bios and modified windows 2000 kernel, with some stuff taken out. why can't someone just write some boot code that boots a bios such as one that somebody would install on a modchip? sure, there would at first be quite a few incompatibilities (since most xbox games and apps don't have usb keyboard support, you'd likely have to have a dedicated hard drive, and the cpu would run too fast for some games) but still how hard would it be to simply have a boot sector-type program that boots a modchip bios? i'm sure i'm wrong that it's so easy since it hasn't been done before, but i would at least like to know why it wouldn't work.
