Supposedly Elite Force is based upon the Quake 3 engine, which is open source. Also, the source for elite force has been released. See link:

i Agree the single player in this game way REALLY fun! i hope some one does but then again Alien Vs Predator was going to be ported but has LONG been forgotten

Honestly, the first thing I'd do is make a .diff/.patch file of this against the base Quake3 code, and then see how difficult it is to implement those changes to the Quake3 port.

Didn't Carcharius (how does he spell his name?) do the Quake3 port? I'd talk to him.
