And what exactly does everything consist of?

We can't help you unless you give us more info.

Are you trying the 10 second trick?

i had that problem when i flashed a ms28, my problem was the connection, the VIA VT6421 PCI card must be in
slot 1 not any of the other 2. Double check its in the correct slot, and like Swampy said dont power up the drive until u get to the command prompt.

are u using a connectivty kit or strait from the xbox???

Are you using extreme boot maker? are you following all the steps properly? you should be creating the thumb drive first, and in that process, it should detect your PCI card... if it's doing this, then it should be a fully functioning PCI card and shouldn't encounter any problems when you get to the DOS prompt... Once at the DOS prompt, you should need to make sure you type xread, and you should see the 360 as one of the options, then turn the 360 off, press the number that corresponds, wait 10 seconds, turn the 360 back on, and it should begin reading.......... where exactly are you encountering your problem?

After I pressed the IO Device button, it gave me an error on my pci card, so i moved it to slot 1, and now it works fine that magical button there but yeah anyway, i guess that i gotta put it in slot 1, and do the 10 second trick....i'll try and post back
