I keep trying to set up an account and i keep getting the error, "Xbox live signup is unavailable" What is this? been like this for >24 hrs.

Hi i have a modded xbox360 for over a half year now.
When microsoft started to ban 360s i didn't connect to live anymore so i assumed i didn't got banned.
Now i flashed my 360 again with the newest firmware but when i try to connect to live it keeps failing.
my xyz codes are:
x:0000-f001
y:00A8-6820
z:8015-190D
I read some posts and i think i'm banned but i didn't connect to live for a long time however i did update my xbox with the spring update. Am i banned?
