For His Holiness Dalai Lama who received a Nobel Peace Price for his work on peaceful resolution regarding Tibet, the Dalai Lama certainly want a violent resolution to do so.

nothing in that document seems to indicate the lama was told of or knew any of this was going on, in fact it seems to indicate the opposite

Really? According to the article, it says:

QUOTE
1. Mr. Thondup stated that he had been instructed by His Holiness the Dalai Lama to express His Holiness' gratitude to the United States Government for its assistance to Tibetan refugees--specifically the surplus food and the monetary assistance. Mr. Rostow replied that we appreciate this message deeply, and that Mr. Thondup can assure His Holiness that we will not forget the plight of the Tibetans.

If you still don't believe me, look at the youtube video, it is a documentry of what happened during the failed uprising in Tibet. In the 4:50 into the video, the Dalai Lama was on the video justifying why this was done in the first place.

Let's see the CIA funded, armed and trained Tibetan guerellas here in the US. If you had bothered to watch the video, the Dalai Lama says he supports this movement because 'the end justifys the means.' We heard that line before from Bush for his reason to invade Iraq. So by your response, I guess it is okay for Oliver north decided to provide money and arms Contras in Nicaragua.

If you want a short story of what happened at that time. Here's a link from a Pro-Tibetan website.
