I was wondering if it is at all possible to get an Xbox 1 SDK on a pc to connect to an XeDK through the Xbox Neighborhood or if there is possibly a Homebrew Xbox Neighborhood that will connect to XeDK's.

There isn't any way for the Xbox 1 SDK to connect to the XeDK, and there isn't any Xbox Homebrew apps publicly available that let you connect to it.
