I want to upgrade the video card on my PC. It currently has a Geforce 5500FX 128mb. But all the newer cards require a PCI-Express slot. My MOBO has 3 PCI, 1 AGP, and 1 AMR.

So, I want to know, what is the strongest NVidia Geforce card I can get that uses PCI, AGP, or AMR and not PCI-E?

Your best bet is the AGP slot, it will have a faster bus speed than either of the other slots you can use. I actually don't think you can get a card for the amr slot. You need to figure out how much you want to spend, then head over to newegg.com and find out what would work the best for you.
