Ok here is the deal my 360 fan power. i put in the whisper fan and then turned the 360 on and it wont work know so help my xbox 360 still run and play games and all put the an wont turn on only for a flash second then i put in the led lights i got from the ghost case and they'll only turn on for a second two help any way i could fix it

Here's a few things you might want to try:
1. Grab your stock fans and plug them in instead of the talismoon fans. If they work, then the talismoon fan is messed up. (duh)
2. If that doesn't work, try using a multimeter to see if the fan plug in the rear is actually receiving any voltage at all.
3. I have the Whisper max fans, and my speed switch died within the first fifteen minutes or so... so now I can only use the fans at full speed. Oh well. But anyways, if you have the max fans, try using the switch to change between stock speed and max power and see what happens.
4. If all else fails and you cannot get your fans to run from the stock plug at all, hook them right up to 12v. It'll be a little loud, but you shouldn't really be paying much attention to that if your gaming lol. Also, if the noise bothers you that bad, you can always use a resistor to lower the speed. I wouldn't go any lower than 7 or 8 volts though!

nope stock fans dont work is their and way that i can solder and fix it

If you have a v1 console there is spot to mount a aux. fan connector, to the right of the ring of light connector.

Look to the right of the Ring of light module connector to the motherboard, it is labled J7G1. If you flip the motherboard over and look on the back right where J7G1 is, there are 4 points, R7V7 which when bridged together is 12V and R7V6 when bridged is 5V. If you have a local radioshack around you might be able to pickup a junk PC mobo and desolder the 3 pin fan connector header off of it.
I would try to investigate more into why there is no voltage at the stock fan connector though.

honestly i would just say screw it and solder the fan to 12v... it might be a little louder, but hell at least you'll never have to worry about overheat. no RRoD yay!!
i have the whisper max fans and the xcm addon fan, all running at 12v... and my xbox barely even gets warm.
