Couple of questions
1. Do I have to use a DVD-R to burn them on? Will they work on a CD-R?
2. Can I burn as many games as I want from other systems and not just for one system specifically?
3. Where do I place them? Anywhere?

Some X-Box drives read all discs, but this usually isn't the case. The only way to find out if your console in particular will read a given type is to try it.

It is possible to put as many different emulators/ROMs on the disc as there is room for.
