Recently I noticed that my browsing speed is being sometimes fast and lots of time slow to a crawl like in the old day with dial-up so I just did several broadband speed test. The average result comes to 0.15 Mb/s down and 0.46 Mb/s up.

I live in OH and have Insight ISP with the 8mbps package and can normally download up to 860 KB/s so no way in hell is this anywhere near my normal speed. I think this started since last week but I thought it was my router going bad so I bought a new router to test. Turns out it gets the same result.

This leads me to believe that I'm being capped, what with all the recent stories of people getting screwed by ISPs and such. If anyone else using RR are you getting this weird BS as well?

860kbp is fine, its megabits per second not megabytes.

How far away are you from your exchange..I cycled to mine the other day, not to far and I only get 760kbp max on a 8MB ADSL connection.

I had a virus on my computer not long ago, reformatted and Internet was much better I recommend you to try the same.
