So I got my new xbox and i flashed it with 1.6 iextreme.But i got 8498 Dashboard and I don't have Media Update. So Is it safe to connect my Xbox to live to preform update.

Nope
The risk of a Live ban has taken affect the moment you decided to mod your console.
Will you get banned the instant you connect to Live to get the media update? Likely not but you should expect a ban at some point.
