So I'm working of a case-mod and I don't want an ordinary window. I want a window that is like the plastic that makes the LEDs in the RF modulator turn into the RoL, the plastic that spreads out the color into the arcs. The problem is, I have no clue what this stuff is called and I really need to know for this project. What is the name of this plastic, and where can I get it?

its called frosted you can use specially frosted plaastic or use glass frosting spray on regular clear plastic

Yes if you use frosted then it will spread the light out throughout the glass. It makes for a nice effect.

btw to get the same effect as the rol you will need alot of verry bright leds

You could frost it or even try and get a high grit sand paper to cloud the glass too.
