I turned my 120gb xbox 360 hard drive into a 16gb usb storage device while trying to transfer data from old 20gb hard drive. Is there a way of trying to make it usable again as a xbox 360 hard drive?

Trying putting it on your Xbox (the normal way) and formatting it. I think that should take care of the problem.
