I just got an xbox from a friend and it still has his live purchases downloaded on it(map packs and car packs), is there anyway to transfer them to my xbox live account or should I just delete them and free up some space.

EDIT: just wondering because the "usage info" says any user on the first system will have access to it, but it keeps prompting me to purchase them.

No, there's no way to transfer them to your account. They're tied to the account with which they were purchased.
