I pulled a working laser from a benq with a bad pcb and put it into a lite-on. The lite-on will not read anything with the new laser in it. Do I need to pot tweak a working laser or is that a bad idea? Could the lite-on just have a bad pcb?

Well... I feel like a goof now. I forgot to put the white piece back on top of the laser... it wasn't moving at all... duh. No wonder it wasn't working.
