Is this all that it takes to JB a PS3?
I know I need to connect a USB to it to my computer and flash some hex files on it, I just need to know if you need to do anything else to the chip, such as changing the pins or soldering?

That's all you need. Well, I guess you technically also need a mini USB cable to connect it to the PS3.
