-Play N64 ROMS like 007 and Zelda
-Play all media types including MKV.
-Use wireless xbox360 c0ntroller(i know i need the adapter)

You'll be lucky to find either available!

All chips will do the same things, because it's the BIOS that enables those sorts of features, not the chip. The DuoX2 is available, and is cheap, so you might want to have a look at that. You can find them over in Buy-Sell-Trade.

I'm not sure if there's an N64 emulator.

XBMC will play mkv files, but only if they are encoded correctly. That is nothing to do with the chip or the BIOS, but to do with the processing power of the Xbox.

Of the two chips you mentioned, the SmartXX has loads more features, including an onboard recovery OS, and the ability to support multiple BIOSes in different banks. It's very flexible, and difficult to mess up nomatter what you do, but it's more expensive. I have an Xecuter 3 which is very similar, and I haven't ever regretted buying it, in spite of the price!

You can run emulators on the Xbox, and they in turn run copies of original game console ROMs. Not all systems can be emulated.

The best place to start to get your head around emulators is in the Emulators section, or in the Xport / Madmab Edition Projects section, or over at http://www.ressurectionxtras.net
