Hey,
Can i backup my EEPROM with XboxHDM and with hotswap?

You can backup your eeprom any time after you've softmodded your Xbox.

Once you have softmodded your xbox (hotswap or other method ) then you can extract your eeprom for safe keeping on your pc. You cant get access to it just by hotswapping.
