Ok...

I purchased a used Xbox 360 (The case is the Halo 3 case w/HDMI, I don't know much else.from the list of the craig. No red ring, just wouldn't read disks (open tray error).
I purchased a new laser, swapped it out, no change. Returned the laser.
Purchased a "refurbished" Benq drive (same as the one that was in the xbox).
I swapped the PCB's from the DVD drives (from the old drive to the new drive).
I had the same issue. So I swapped the FPC from the laser to the PCB for the drive and

Now the xbox sees and plays DVD's just fine. But when I insert a store purchased game, it says play DVD..
If you let it load by itself it tells you to play the disk in an XBOX 360.

I'm lost and need some direction/help. I've googled until I'm ready to bang my head on the wall.

I am figuring that this is caused by someone screwing up a mod of the drive, but I'm not sure. I don't even know if the xbox is modded or not (I know it's been opened by previous owner(s).

Thanks in advance.

The Play DVD error usually means there is a drive key mismatch. I am a little unsure from your post but are you running a new PCB that has not been flashed yet? If so, you will have to flash the new PCB with the drive key from the old PCB.

Sounds like the previous owner messed up flashing the drive. You can retrieve the drive key using RGH and then flash it to your drive to get it playing games.

I took the old PCB from the old drive and put it onto the new drive.

What options are there for flashing the drive w/stock firmware and getting the key?

It seems that you tried everything. Swapped the ODD with newer one. Changed the FFC cable from laser to PCB. bought a new laser from the web.

I'd say the guy messed up your dvd key.

RGH is the only way my friend.

Ugh... Thanks all. I'm going to try and find someone local who has the equipment to do it.. From what I read it requires some gear I don't have.

Any recommendations on what I should watch out for? (as far as the repair person)
